How to Avoid a Jeonse Scam (전세사기) in Seoul: A Foreigner's Deposit Protection Checklist

Why This Matters More in Korea Than Almost Anywhere Else#

Under jeonse, you're handing a landlord a deposit that can run into the hundreds of millions of won — often your entire savings — on the promise it comes back in full when you move out. 전세사기 (jeonse fraud) is what happens when that promise doesn't hold: a landlord over-leveraged on the property, or never intending to return the money, leaves the deposit unrecoverable. It became a national crisis in Korea in 2022–2023, and foreign renters are disproportionately targeted because scammers assume they won't check the paperwork.

Step 1: Pull the Building Registry (등기부등본) Yourself#

Never rely on a copy the landlord or agent hands you — pull it yourself from the Supreme Court's iros.go.kr registry (a few thousand won, available in English-adjacent form via a translator or your agent). Check:

  • Who actually owns the property — the name on the lease must match the registered owner exactly.
  • Existing mortgages (근저당권) — if the property already has a large mortgage, your jeonse deposit plus the mortgage combined can exceed the property's actual value. If the landlord defaults, the bank gets paid first — not you.
  • Prior liens or seizures — any existing legal claim on the property is a red flag on its own.

Step 2: Check the Deposit-to-Property-Value Ratio#

A widely used rule of thumb: your jeonse deposit plus any existing mortgage shouldn't exceed roughly 70% of the property's market value (some guidance from the government's post-crisis reforms puts the safer line even lower, closer to 60%). Ask your agent for a recent comparable sale price, not just the landlord's asking figure.

Step 3: Get 확정일자 (Fixed Date) and 전입신고 (Move-In Report) Done Immediately#

Step 4: Consider Jeonse Deposit Insurance (전세보증보험)#

HUG (Korea Housing & Urban Guarantee Corporation) and SGI offer deposit-guarantee insurance — if the landlord fails to return your deposit, the insurer pays it and pursues the landlord themselves. It isn't free, but for a deposit representing your life savings, it's frequently worth the premium. Not every property qualifies (the same over-leveraged buildings that pose the highest risk are often the ones insurers decline), which itself is useful signal.

Red Flags to Walk Away From#

  • Landlord or agent discourages you from pulling the registry yourself, or provides a copy that looks edited/incomplete.
  • Deposit is requested to a personal account different from the registered owner's name.
  • Building has many units under jeonse with the same landlord/management company (a pattern seen in several 2023 scam cases — "villa king" landlords holding dozens of units on paper-thin capital).
  • Pressure to sign and wire funds same-day, before you've had time to independently verify anything above.

If You're Unsure, Use an Agent Who'll Do This With You#

A licensed real estate agent (공인중개사) is legally required to check and disclose registry information as part of the transaction — that responsibility doesn't remove the value of checking it yourself, but a good agent should walk through steps 1–3 with you, not around you.
