Can foreigners buy property in Seoul?
Yes, but a home in Seoul now needs a permit first. Since August 2025, all of Seoul and most of Gyeonggi and Incheon have been a Foreign Land Transaction Permit Zone for residential property, and the government extended the designation in 2026. When a foreigner buys a home there:
- Permit before you sign. Apply to the district office (구청) where the property is. A contract signed without the permit has no legal effect.
- Which homes. Apartments (아파트), detached houses (단독주택), multi-family houses (다가구) and villas (연립·다세대).
- You have to live in it. Move in within four months of the permit and live there for two years. Buying a home only to rent it out or leave it empty is not allowed.
- Funding and visa. The application covers where the money comes from, including funds brought in from abroad, and your visa type.
Renting is not affected: foreigners rent on jeonse (전세) or wolse (월세) with no permit. The rules are reviewed every year, so your realtor confirms what applies before you make an offer.
